I've had a fair amount of French, and I re-checked my French dictionary to make sure:

"Aucune attache rapportée sur les tubes (montagne italien)"

The literal translation is (approximately): No fasteners (clip, connection) connected onto the tubes (Italian mounting).

Which I would interpret (in modern English) as: No brazed on fittings are installed onto the tubes (italian style).

In comparison, the 1950s French randonneur bicycles had everything brazed onto them, so the absence of brazed on fittings, would be a novelty in comparision.
