This looks to me like a "cut & shut repair". This a repair procedure carried out when the threads of a BB are stripped, the bracket is cut and a very narrow strip removed, often two hacksaw blades are used to cut a wider split, the bracket closed up and welded or bronze welded then re threaded. A cheap and cheerful method of repairing a BB as opposed to replacing it. Mike Mullett
