I can't help with the leather wrap, but the best way to replace the lever hoods is to remove the levers from the bars (you can leave the clamps attached to the bar so you don't have to retape, if you prefer) and slide them on from the back. I use Armor-all to lubricate them so they slide on easier.

The reason for installing from the back is that less stretching is required that way, and since any replacements you may have are bound to be old stock already, you want to be as gentle with them as possible. It's too easy to tear the hood if you try installing them from the front.
