i think that is clear tape that has yellowed. the same tape seems to be used under the top tube cable clips. does seem to be much more tape than necessary to protect the seat tube from the front derailleur.
even more perplexing, as someone else already asked, what happened to the down tube transfers??? i don't see a trace or shadow of them. too weird. i think i have to ask the seller. right now.
