Sounds like a Steyr Clubman.(Steyr-Daimler-Puch family) I sold lots of them in the 70's. Typical, $135-150 bike boom lugged frame with steel rims, wing nuts on high flange hubs, Simplex derailleurs with stem mounted shifters and safety levers. I remember them in copper, white and blue but can't recall
the green color.
