I'm generally both a buyer and a seller, and I have been stiffed by somebody claiming that they didn't get a package, so I'm not suggesting canceling payment lightly.
As I think about it, I guess it comes down to large degree to who chose the particular shipper. If the seller chose the shipper, then I think they have to have the responsibility for the shipment and for dealing with the insurance if the shipment doesn't make it. After all, it is the seller who is going to have the receipts and documentation to make the claim, not the buyer, and the buyer can not actually attest to what what in the package that was sent. Now if the buyer insists on a particular shipping company and then there is a lost package, then the responsibility would likely go back to the buyer in my mind, though FEDEX will give you grief about only the shipper having the ability to make a claim.
