The appropriate thing to do here is take the frame to a competent local bike shop, where they will have a tool that is a stepped cone sized at every .2 mm that will show exactly what size fits.

Remember what Sutherland quotes at the beginning of his manual: One measurement is worth 1,000 expert opinions.
