But the serial, number stamped in the down tube! Ouch! Now, after my saying "serial number", it occurs to me, is it possible that someone did that after the fact, i.e., not the builder? The stamp charcater size seems smaller than the size as stamped in the bb shell.

Must be a license number... can you imagine any sane or sober framebuilder attacking a tube like that when there's a perfectly good bottom bracket an inch away?

It's an improvised sleeve made from a piece of cardboard. In fact, it wouldn't surprise me if it was an old Campagnolo box.
