I have been to see Rick Powell today, who worked at Carlton's Worksop factory prior to the Raleigh buy out, and was then their paintshop foreman until the factory closed. He is quite sure that Carlton introduced hand cut Capella lugs in 1958 or 59, and that Raleigh then adopted the design soon after the buy out, but mass produced them by stamping them out, and used them on several different models.
