Rich,
I was faced with the very same task tonight - removing that badge from a '69 Raleigh. I'm giving you the benefit of the mistake that I made in hope that you won't repeat it.
If you drill out the rivets, hold onto the badge to keep it from moving. If you don't, the drill bit might catch it, and send it spinning when you get to the last one. I was very cautiously drilling out a little from all three, and then a little more from all three, hoping to do as little drilling as possible. I realized that one was all the way gone, but thought I had two still to go. I was off by one.
Now I'm in the market for a replacement head badge. :( I'd just as soon we don't have to compete for the same one.
