It looks to me like the corrosion isn't extensive and is pretty much along the edge of the bearing race, not in the area where the bearings actually make contact. If so, I see no reason not to use them. Even a race that is quite well worn can be usable--what is there to worry about? That you might hurt something you're considering discarding anyway? Or damage fifty cents worth of ball bearings?

Everything gets worn as it is used. A little wear, a little imperfection is not a big deal. I had an older hybrid bike that had a stunning degree of BB race and spindle corrosion, and I used it for quite some time that way. Just greased it well and kept the adjustment a little loose. You could feel the looseness with your hands, but not while riding it. Most mechanical things are worn and imperfect. We get by with them.
