Chuck,
     Certainly, these were available in 1968, perhaps 1967. Even earlier? My Atala came with one of these stems that was made in 1968. The finish is a bit different than yours - i.e. mine seems to be more silver-white than yours (which seems to be pure silver in color.)
     Now I'm going on old memories here but - my recollection is that - my stem had a different sticker than yours. I recall it having Olympic rings, perhaps relating to the 1968 Olympic games. I'm sorry to say that 36 years of riding have long worn out the original sticker.
     That's the best I can do...
