Guy, If the stem goes into the steertube 2.5" then it doesn't seem to have a problem with stem diameter. It's the ID tapering of the steertube that appears to be the problem which you mentioned. I ride small frames which usually have an 8.5cm headtube so I run into this tapering problem alot. To get the stem low enough, I usually cut the stem off and re-do the wedge -this might be a solution for the steel stem but not
sure.
