In a word, yes.

To my knowledge, all Raleigh Professionals of this era were rebadged and repainted Carlton Professionals. All of Raleigh's lightweight machines came from Worksop at this time (and yes also from Gazelle and Raleigh Ireland during the bike boom for some models).

So I guess you could "cheat" and restore your Raleigh Pro as a Carlton Pro. The only thing you need to do is to determine if the brakeset was the same; Raleigh Pros were early in offering Campagnolo Record brakes but did not Weinmann co-sponsor the Carlton Team? If so, check to see if their Pros had Weinmanns. They did c. 1969/70.

As for the bits, surely Lloyds Cycles must stock Carlton transfers. I am not sure about headbadges but they must come up from time to time. There is also a website on Carltons, the Bulgier site has a lot of Carlton catalogues and there is, of course, the VC-C in the UK.
