Both lugged and fillet brazed construction would fall under the classification "keepers of the flame". A tig welded frame would not. Even though a frame may be handmade, it is the construction method which is used to determine if it falls under the "KOF". In its strictest sense KOF refers to builders who build in the manner which has been around for 150 years, and was a classical way of constructing a bicycle frame before the advent of electricity and all the welding that it spawned. Just my humble opinion.
