I'm no framebuilder, so this may not be correct; I wonder if the laterals on this tall bike are so low because the builder used a standard mixte bottom head tube lug, and then put a long head tube on top of it,followed by a standard head tube lug on top? It would seem to make a clean, strong head tube that way. I agree that the lateral would be a stronger reinforcement if it were higher up on the head tube, but it might have been a problem to cleanly integrate the lateral onto the head tube that way.
