I kinda-sorta think it's some sort of oldish French (Not tidy enough to be Japanese construction) maybe technical trials bike made to be ultra light yet a touring/randonneur format.. Brazed in steerer/stem shaft, drilled steerer, brazed-in fixed seat post, cutaway seat lug...., all somewhat unusual IMO. Certainly not run-of-the-mill.
