26 mm I.D. 34 mm major O.D. 30.4 stepped-down O.D. Total height 15 mm stepped-down portion is about 3.5 mm long, plus a 1.5 mm long transition to the major O.D. (roughly 45 degrees, but probably not critical). I.D. edges have fairly sharp corners, but the O.D. stuff is slightly radiused.
Looks fineblanked perhaps? Hard to say for sure....
