Your rims really should take 28c without a problem, maybe 25c, and this will open up the range of options quite a bit. You might want to take a look at the table at http://tandem-fahren.de/Technik/Reifentips/REIFEN.HTM. The text is in German, but the table a little way down gives the ISO standard for tire-rim combinations. The columns list the tire size, and the rows are the INTERNAL dimension of the rim (which is usually about 6 mm smaller than the outer dim, so ~17 mm for your rims). This is all based on the ISO standard, which came from the ETRTO, which apparently came from a DIN standard. So this goes back quite a ways, but I'm not sure exactly how far, and some rims from the early 80s may not have conformed to it. Also, even on modern rims, the specified rim size is not always exactly the internal measurement. So, it's probably best to stay comfortably inside the allowable range.

HI I have a Mercian (1982) looks like new+would like to ride it. Has 700-35c Michelin Hi-Lite tyres that look good BUT I think they are original equipment on this bike. I do not trust them because of the age. The rims are Wolber M58(Super Champion) 23.2 wide outside measurement. ? What tyre will be appropriate to use?
    I'm thinking 700-28 or 32c
   What do I do?
