Warning: opinion asked. And about to be given:

Best chrome: Peugeot.

Yep. And the best paint.

Don't take my word for it, check out the Peugeots on eBay. Invariably most have original paint, transfers and chrome. And in amazing condition.

Why?

It's because unlike almost every other cycle maker, mass or bespoke, Peugeot top-coated everything they made. All of it. A pretty good quality, clearcoat that holds up remarkably well. So if the paintwork or chrome plating was average, it still there in most cases.
