Campagnolo sold the Rally as a (fast) touring derailleur. In Cat.18 the second version is part of a "Touring" named group together with the Gran Sport triple (smallest chain wheel 36). If you look at catalogue 17 and 18 you'll see that the first Rally with larger capacity is an isolated item for "large ratios" (aka "not necessarily to be used with our own triple only") while the second version in cat.18 with the simpler geometry is bundled together with Campagnolo's own limited capacity triple. Looks a bit like a "back to racing, away from loaded touring" philosophy. The latest Rally version had the geometry of the first again, being 1988 part of a group named "Rally" together with Campagnolo's first MTB parts like cantilever brakes and MTB cranks.
