I like your optimism, but at least in one other case of a similar offering by the same dealer, I know from well-informed sources that it was a pristine bike that was cut up. And yes, the dropout treatment looks French, and a nice French one at that. Unfortunately, for the seller, it makes more sense to try and get $ 300 for the dropouts than to sell the entire frame for $ 250 and have to bother with shipping such an unwieldy item.
