CCM used to "cork" all of their seatposts...an excellent idea as it is the largest portal for moisture to enter the frame. Similarly, I should think a cork in the steerer prevents a lot of moisture from spraying up from the front wheel.

I don't think cork absorbs much moisture...go with it.
