I believe I've seen a decal with that wording on a few Raleighs, allthough it might have been a incorrect replacement there. The story I heard was that Schwinn wanted such a decal becuse their lawyers were worried that the standard decal implied that the forks and stays, as well as the frame tubes, were butted, which wasn't strictly true.

But Reynolds did make American-English decals - the one with the 531 horizontal, (not diagonal) stars to the left and right of the 531, and the words "FORK BLADES, STAYS & BUTTED FRAME TUBES".

My Reynolds catalog cryptically explains this decal as "a special version of the top Reynolds 531 transfer, designed for a specific market". They don't say, but we're pretty sure, this specific market was none other than Schwinn.
