I did a little research today on Ross and found a nice article excerpted below and with a link to the whole article. So it turns out this "198 line" is Kellogg designed, US made and below a Signature. I'm guessing that is what I bought on Ebay and why it gives mixed messages as to what the heck it is.

"Kellogg established Spectrum Cycles which today consists of himself, and Tom and Jeff Duser. Tom does the custom fittings and paints and preps lugs, while Jeff builds frames. Kellogg and Duser met at Ross. "I hired Jeff off the factory floor and into the hand-built production part of the factory," Kellogg says. "It was called the 198 line. The frames were mostly hand-built, but not entirely. There was a series of frames that I designed but did not build. Jeff signed up for a position on that line."
