I'm guessing 1979 because it's a "cover" of Plastic Bertrand's magnum opus Bambino. (Not to be confused with a Hetchins Magnum Opus.) These can't be Flemish guys because 1) They know the words in French, and 2) Monsieur Bertrand (despite his Belgian origins and obvious greatness) was a total embarrassment to the Flemish.

So I would guess the event is the 1979 Fleche Wallonne and one of the singers if Claude Criquielion.
