I don't know anything about that bike...however, that seller has "hyped" stuff in the past, including many Gitane bicycles which he has clearly either mis-identified or oversold, including advertising some as made with 531 when they were not. I think it is a "junk" shop in LA.
Carnival Barker? Yes. Does he deliver what is pictured? No clue...but probably (no reason to think he wouldn't). If you know what it is...have fun!
I thought that "E Pluribus Unum" meant something else in Latin....
