George, I'm no expert, but I believe your t00l pre-dates the alloy freewheel, and is probably to fit something like a Regina, or similar.

I have a complete freewheel tool kit, wooden case and all that I plan to sell soon, and the freewheel remover looks similar to the eBayed tool, but is specific to the alloy f-wheel. In the case there is a second metal insert, buts its a spare, same as one in handleand like the other is only for the alloy freewheel. The freewheel tool kit allows complete disassembly of the freewheel, and also allows you to remove and replace the alloy cogs without damage. I hope this helps you.
