Well of course it's French... which begs the question: why didn't later French bicycles when they went in for all this newfangled hex bolt stuff update and supply with the bike that singularly dandy and useful little Mafac tool pouch with a 7mm key? The black vinyl one with the cool little stretchy cord thingy to fasten underneath your Ideale saddle. Essential. Convenient. And surprisingly.. still French.
