Subject: [CR]Italian Bikes with non frame mounted Derailleur hangers

Is an old Italian road bike (say 40s,50s, 60s vintage) without an integrated derailleur hanger on the frame/dropouts necessarily a low end bicycle? Put another way, were there any fine Italian bikes being made during the 40s to the 60s without integral derailleur hangers?
