I don't think they were out before Dura-Ace. I first saw the dropouts on a Fuji Ace. The Ace was all Dura-Ace and came out shortly after the entire Dura-Ace group was available. Say 1975. Earlier Fuji's had Suntour dropouts or a different forged dropout.
