[CR]British Bottom Bracket Threads and 71mm Shell

I'm building a coaster brake single speed out of a POS gas pipe Nishiki Olympic, and I've discovered that it does have British bottom bracket threads (right is left and left is right...of the appropriate dimensions), but the bottom bracket shell is 71-mm wide. Should I chalk this up to a quality control issue or some weird Japanese/Nishiki convention?

If the frame makes this off topic, please understand. I'm more concerned about the bottom bracket thread convention.
