Joe,

That is my stem and stem/bar combo Peter had on E-bay. I sent it to him along with at least 75 other items to sell because I had neither the time nor inclination to sell them myself. I gave him a list of the items with descriptions. Unfortunately, I did not provide dating for the stems/bars in question. I know both are mid-1970's vintage and almost certainly came off a Raleigh, probably an International. I take total responsibility for not providing the correct dating. They are my items and thus my responsibility. I have requested of Peter to offer to cancel the transaction with no cost to the buyer. When one is selling a large number of items, like Peter or many other list-members, it is inevitable that honest mistakes will be made. It's nearly impossible to be an expert on everything bike-related and impractical to get an expert opinion on every item in large lots for sale. I am certain that Peter did not intentionally wish to mislead anyone. I have had numerous dealings with him and all were strictly aboveboard. I have absolutely no doubts about his honesty or integrity.
