If the glue is still pliable, just leave it, and put on more, it'll all melt together.

If the glue has turned hard, and is chipping off, John's suggestion of a wire wheel on a drill would work, but it's noisy, messy, and mildly hazardous.

I've always used a small screwdriver, and gently chipped off the old glue. It takes longer, but there's something restful about it, and I get to examine the rim closely for any damage. I've spotted a few cracked ones that way. Once done with the screwdriver treatment, a little light sanding to knock off any rogue bits and rough up the surface, seems to do the trick.
