27.0mm is JIS standard, used on low to mid-level Japanese bikes. 26.4mm is Campy's standard, used on high-end models. Unless you know your fork has a 27.0mm crown race seat, you should use the 26.4mm size. Even if your fork does have 27.0mm crown race seat, it can be readily milled to accept a 26.4mm crown race.

Not the Campy road headsets, which are considerably taller at 40mm. The Campy Pista headset is a closer match at 34mm.
