Hugh's right, those are very nearly 1mm thick and are usually thrown away weekly by Trek dealers. They come in a tiny clear zip-lok bag with instructions, zip-tied to the pedal hole.

Another source for thick pedal washers is, I believe, some of the washers used under the heads of bolts used to secure modern splined cranks. There are different styles, some are sized exactly like the Bontrager washers, some are even silver. Note that the bolt hole size varies between different bb models, so some won't work because the hole is too big. If I'm not mistaken, the heavy-duty dh-version of ISIS bb is the one with the smaller bolt diameter.
