This frame looks a lot like my leJeune track bike - except that this one is too big for me (so sad) and it is a bit more nicely made than mine. One the other hand, mine is painted the famous LJeune red color...

But the real reason I'm adding my comments about this frame is to let people know that, at least in my experience, these frames have perfect geometry. I race mine on the velodrome and I take it out for 30 mile training rides at Hains Point in East Potomac Park (home of the famous cherry blossoms) and it really is very comfortable. Remember, this is a track bike and the handlebars are set low. Yet I can stay in the drops for over 30 miles, which I'm not really able to do these days on any of my road bikes.

To me, that's the real beauty of the LeJeune bicycles. That is, they really understood the importance of ride quality and ensured their bikes had it, no mattter who was doing the actual brazing.
