To tell if yours is a tall 54 or a short 55, measure the top tube, if it is 55cm or a tad longer even, then you have a frame that was jigged up as a 55 that was not set accurately, The fixtures were adjustable, and depended on a reference frame to be fitted and the jig adjusted to that, so "close enough" happened, my very late Carlsbad 56, was a short 57 cm frame as far as op tube dimensions go, with a 72° head angle. Bike actually rode quite well, sold long ago to pay for a few semesters of school.
