John, That is actually a splendid idea ... and I'm embarrassed that I hadn't thought of it. I still need and want the bolt(s), however, simply because I broke and want to replace an unusual and potentially rare item belonging to my friend. But, he is not overly concerned with "correctness", and I'll definitely give him a pair of something else to make future work easier.

As for the extraction, the old Stronglight bolts are apparently very soft, since I broke one easily, and have now drilled into the core of the stub and extracted it easily enough as well.

Unless this is for a museum-quality restoration, I'd take this as an opportunity to replace the 16mm bolts with more user-friendly 15mm bolts. Nobody will know once the dustcaps are in place.

A machine shop ought to be able to extract the stump of the old bolt for you. If you can remove the spindle from the bike it will make the job much easier for them.
