Are you sure these were only made one year? I thought they were made for at least a few years, but I could be mistaken. As I've related before, I was a member of the Outspokin Wheelmen of Youngstown, OH in the early 70's. Arnie Nashbar was a founder of the club. In those days he was still selling parts out of his garage. Arnie got World Voyageurs for several members of the club. They were an incredible bargain even at full retail, but I think Arnie got them an even better deal. The brakes are the original Dura-Ace, which were CP's. The SP's came later. Do the brake levers have "safety levers"? I'm thinking maybe they did, which might be why there are no hoods. At one point DiaCompe made hoods with a push-out tab that could be removed for the mounting bolt for safety levers, but you also saw a lot of bikes with the safety levers simply omit the hoods.

The DuraAce-marked brake levers are a Weinmann lookalike with red-anodized pivots and very shiney, maybe chromed, finish. No hoods were present and I wonder if there should be hoods and what color they should be on this orange bike? Lacking this info, I guess I'll stick with an orange and black color scheme.
