If he does, the problem of exchange rate and conversion fees raises its head. (Not to mention the time for clearance.) Most sellers that do this for cash usually specify an exchange rate significantly above the current rate to cover these costs. It's fairer to use PayPal because they use the actual exchange rate plus a percentage. I have no problem paying the percentage for the seller. I'm happy to pay both the credit card fee (if I use one) and the conversion percentage in these cases because it's not onerous and PayPal makes it so damn easy. My time is worth something (to me, at least).
