Peter,

The cost was that low, I believe, because the seller has a home-based business and used his DHL business account. The last frame I bought from the UK - a Flying Scot - came in at ~£62 including insurance (through Fast Lane International, IIRC). But that's still quite a bit less than what the seller who started this discussion is asking.
