It looks like an International fork to me. The 27mm seatpost seems odd. Perhaps the calipers are out of calibration. The seat-lugs don't look like the ones on Rich Pinder's. Are we sure it's a Raleigh? The rear brake bridge sure looks Raleigh-esque. With the Campy drops, if it's not a Pro I'd be surprised if it were a Raleigh. The Competitions had Zeus and then Huret drops IIRC. The only other Raleigh with Campy drops was the International, correct? And those aren't Nervex lugs (or Capella circa 1973) on the Sultan's frame.
