Given the location of the seller (Brooklyn, NY) and the mix of parts (e.g. the TTT Gran-Prix stem), this bike is typical of what you would see at the Kissena Park Velodrome from the mid-1960s until the mid '80s.

So it will be no surprise if the dates on the locknuts fall anywhere between 1966 and '83. At least not to me! :-)

Anyway, you still see bikes like this being raced at Kissena and Trexlertown all the time. It's one of the great things about track racing...
