4mm ain't no big thing. Here's a shot of my Taylor's front brakes. 27" wheel in a fork made for 700s. http://bikesmithdesign.com/temp/Mafac700vs27.jpg No one has ever noticed the pads are angled up a bit, and they work just fine.

The bike is an '86. The frame has old Campi 1060 dropouts and the posts are spaced for 27" The fork has Suntour tips and is spaced for 700. Serial #s match. I assume by '86 they were building for 700s but didn't figure it was worth modifying the rear canti fixture.
