Misadjusting the tilt is a rather mono-buttocked way to deal with this.

Switching from 630 (27 inch) to 622 (700c) wheels on a frame with cantilever brakes sometimes works, sometimes doesn't, depending on exactly where the framebuilder chose to mount the cantilever studs. There's no real standardization about this, the only way to know is to try.

If you really want to make this change, borrow a pair of 622 wheels from another bike first and see if you can get the brakes to work properly.

Good 630 rims and tires are still readily available, so there's no real urgency about making this change.
