I think part of the reason the brevet cylce tradition preferred verticals i s that it makes for better fitting and handling with fenders/mudguards. Clean fender line; wheel can drop straight out the bottom rather than leaving a gap in the forward fender to accommodate the wheel's forward movement in th e horiz dropout.
