Another solution that list member Kevin Kruger passed on to me is to use the plastic bands that come with modern style cyclocomputers. They are the proper length and width to fit under the water bottle clamps, they don't hurt the finish, and many have a slightly raised lip to help keep the metal band in the proper position.

My LBS keeps the unused ones from computers they install, and are generous enough to give them to customers who ask for them. I recently depleted their stock of them, but I suspect other shops might save these too.
