Subject: [CR]Unable to identify Leather Saddlebag

Hi, newbie here with his first post. I recently purchased a touring bag that appears to be rather old but in new condition. I am unfamiliar with this style bag, and I wondered if anyone has ever seen one like it. It is made of black leather with leather buckle straps on the back. It also has a metal frame that apparently is to support it, which has two loops bent into the rod perpendicular to the frame. The bag is lined with white cloth inside, and has two quarter-turn latches that close the flap. I am familiar with the current Brooks bags, but this looks different.

Photos can be seen here: http://forums.roadbikereview.com/showthread.php?p=642786#poststop

I would like to know who manufactured this bag, and approximately when it was made. I would also like to know how to utilize the frame on my Brooks B-17, but have a hunch it was intended for a spring-suspended saddle.

Thanks for your help. If this is OT, I apologize.
