Yes, to both questions. The NR caps are nicely polished and chromed, while the Tipo ones are simply plated. Otherwise, they're the same.

I use a SunTour sealed bearing cartridge puller to get them out. The flange on the tool intended to fit behind a bearing cartridge can also fit underneath the dustcap and pull it out without damage. To install, press the cap into place by hand, ensuring that it remains straight, and then tap fully into position with a soft rubber or plastic mallet. Work your way slowly and carefully around the edge to avoid misaligning the dustcap and damaging it.

Don't use a screwdriver to pry the caps out of the hubs; you WILL regret it.
